Judge of the Supreme Administrative Court since 2013

He holds a law degree from Faculty of Law, Charles University, Praha (1999) and a Master of Law degree (LL.M.) from Central European University, Budapest (2000), in the field of comparative constitutional law. At the Office of the Public Defender of Rights (2001-2003) he dealt with cases concerning violations of human rights mostly in the field of prison service, institutional and protective child care and child protection. Between years 2002 and 2005 he was a member of Committee for Preventing of Torture and Inhuman or Degrading Treatment or Punishment established by Government Council for Human Rights; till 2010 he worked as a permanent deputy member of the Council. Since 2003 for almost 10 years he worked at the Constitutional Court; first as an assistant of the President of the Court, later as the head of Analytic Department and subsequently since 2009 as the Secretary General. Between years 2009 and 2013 he was a member of Council of the Judicial Academy and since 2010 he is an acting member of Management Board of the Fundamental Rights Agency of the European Union. He became a judge of the Supreme Administrative Court in March 2013. Since August 2016 he has been appointed as the presiding judge of the chamber for the electoral matters, matters of referendum and political parties. Since October 2018 he has been the presiding judge of a disciplinary bench dealing with cases of judges. In January 2022 he was appointed substitute member of the Venice Commission of the Council of Europe.
