He graduated from the Faculty of Law, Masaryk University, Brno, with master's and doctorate degrees. He first worked as a law clerk, and from 2008 to 2013, he was an assistant of a judge of the Supreme Administrative Court. In 2013, he was appointed a judge and assigned to the District Court in Nymburk, where he worked in the civil and enforcement sections. In 2016, he was transferred to the Regional Court in Prague, where he was assigned to the administrative section (since 2019 as the Presiding Judge of a Chamber). Then, from April to September 2021, he was temporarily assigned to the Supreme Administrative Court. He became its permanent judge on 1 January 2023. In his publications and lectures he focuses on administrative justice and environmental law.
