He obtained degrees in law and political science from the universities in Plzeň, Praha and Passau. Initially, he served as a judge at a district court in the field of civil law and enforcement. He was temporarily assigned to the Supreme Administrative Court in 2004. In the autumn of 2005, he became a permanent judge of the Court and later a president of the Court’s bench. He served at the Court’s division of financial law until it was dismissed. He has also been a member of the Court’s extended bench for several years. Besides that, he is a member of the chamber for the matters of competence complaints and a substitute for a member in so called special chamber in the matters of jurisdiction conflicts under the law no. 131/2002 Col. Since recently, he has been the president of the disciplinary bench in cases of judges. Since 1998, he has been an external lecturer at the Faculty of Law of the University of West Bohemia in Plzeň where he has held various academic positions (between 2000 and 2005 and since 2010). At the moment, he is also a member of the scientific council of the Faculty. He has been teaching constitutional law at the CEVRO Institute College. Apart from it, he also holds lectures for specialists and issues publications in particular in the areas of tax law, administrative justice, administrative procedure, administrative sanctions, relation between public and civil law and provision of information under the law on free access to information. He participated in a number of internships and study stays at foreign academic and judicial institutions (e. g. Swiss Federal Court in Lausanne and German Federal Court in Leipzig). He was a member of the Board of the Grant Agency of the Academy of Sciences of the Czech Republic in the area of social and economic sciences. He has participated in various expert groups of Ministry of Justice and Ministry of Finance. He is also a member of editorial boards of Bulletin Komory daňových poradců ČR (Bulletin of Chamber of Tax Advisors) and Právní rádce (Legal Counsel journal). He is a commissioner of Ministry of Justice for bailiff exams. He is a member of the Scientific Board of the Faculty of Finance and Accountancy, University of Economics, Praha. He was declared the Lawyer of the Year 2017 in the area of administrative law.
