He was appointed as a judge of the Constitutional Court on 12 June 2014. Thus, he is temporarily relieved of his duties as a judge of the Supreme Administrative Court for the duration of his term as a judge of the Constitutional Court.
On 4 May 2023, he was appointed Vice-President of the Constitutional Court.

He holds a law degree from the Faculty of Law, University of Jan Evangelista Purkyně, Brno (currently, Masaryk University) where he has been teaching constitutional law since 1992. In 1995 he completed his postgraduate study there and in 2001 he became an associate professor. Furthermore, he has completed several long-term study stays abroad – Regensburg and Bochum, and a five-month internship at the Bundestag (Parliament of the Federal Republic of Germany). From 1996 till 2003 he was working as a legal assistant at the Constitutional Court. In 2003 he was appointed as a judge and assigned to the Supreme Administrative Court where he has been serving as a presiding judge of a chamber. He authored and co-authored numerous publications.
