Radovan Havelec obtained a law degree from the Faculty of Law, Charles University, Praha. In addition, he graduated from the University of Economics, Praha, majored in Management of Public Sector, and completed a Bc. degree at the Silesian University in Opava, majored in Public Administration and Regional Policy. In 1996 he was appointed as a judge and served at the District Court in Hodonín until 1997. At that time he was temporarily assigned to the District Court in Břeclav. Thereafter, he was assigned to the administrative law division of the Regional Court in Brno. Between January and December 2007 he was temporarily assigned to the Supreme Administrative Court and became one of the its permanent judges since the following year.
